Campus Traffic Regulations

The UMHB Traffic Regulations webpage was designed to provide a clear and concise overview of the parking regulations at the University of Mary Hardin-Baylor. It is the responsibility of all individuals parking on campus to read and fully understand the regulations. Lack of knowledge of the parking regulations will not be accepted as grounds for dismissal of citations. The goals of UMHB's Traffic Regulations are to provide orderly parking for University students, faculty and staff; to protect pedestrians, and to ensure access to all buildings for emergency equipment and personnel.

Traffic and parking regulations are established by the University of Mary Hardin-Baylor to assure university business is conducted in a safe and orderly manner and to provide parking as conveniently as possible with the limits of space available. All persons who regularly use vehicle-parking areas are required to purchase a vehicle-parking decal.

The operation of a motor vehicle on campus is a privilege granted by the university. A motor vehicle includes, but is not limited to autos, trucks, mopeds, motorcycles, etc. Off-road vehicles, other than those operated by the university, are prohibited on campus. Students, faculty, staff and employees who park a vehicle on campus are required to have a valid parking decal properly displayed on the vehicle.

Purchasing a vehicle-parking decal does not guarantee a parking place nor does the absence of a parking space constitute a valid justification for violation of parking regulations. Also, the fact that a citation is not issued for an offense does not indicate the regulations have been modified to exclude that offense. The University's parking regulations are in effect 24 hours a day, 7 days a week, including holidays. Enforcement areas include all property owned and/or under the control of the University.

The University Police Department makes an effort to provide protection for vehicles parked on campus. However, UMHB assumes no responsibility for losses or damage. When a vehicle is parked, it should be locked and valuables removed or locked in the glove compartment or trunk.

Thefts, accidents, and other offenses occurring on campus should be reported to the UMHB Police Department immediately.

UMHB POLICE DEPARTMENT

UMHB police officers are certified as peace officers by the State of Texas, commissioned by the University of Mary Hardin-Baylor, and have the same rights and powers as other duly certified peace officers in the State of Texas. Upon request of a UMHB police officer, a person is required to identify himself/herself. Campus Police Officers are responsible for all law enforcement functions occuring on campus. The university police department is also responsible for ensuring that all parking rules and regulations are enforced in accordance with the University's Parking and Traffic Regulations. UMHB officers are authorized to make arrest, issue citations, boot, and/or tow vehicles that are in violation of parking regulations. Their jurisdiction covers all of Bell County.

VEHICLE PARKING DECALS AND RESTRICTIONS

The campus is defined, as all land owned by and/or under the control of the University of Mary Hardin-Baylor. Anyone parking within these confines is required to display a UMHB parking decal on their vehicles. The University issues two types of parking decals to include faculty/staff and students.

Certain parking lots and parking areas are reserved for faculty/staff. Students are not allowed to park in F&E areas between the hours of 7:30 AM to 4:30 PM.

In the event faculty/staff-parking areas are full, faculty/staff may park in any parking area.

VEHICLE PARKING DECAL DISPLAY

The Vehicle Parking Decal is to be displayed on the bottom left corner of the rear windshield. For convertibles and trucks with campers, the parking decal will be displayed in the upper left-hand corner of the front windshield.

Regulations for the display of parking decals other than for automobiles will be given at the time of the purchase of the decal.

Failure to properly display the parking decal constitutes a parking violation. Parking decals should be displayed on the exterior windshield of the vehicles. Decals are non-transferable and cannot be taped to a windshield or placed on different cars.

Lost or stolen parking decals must be replaced at the student's expense. Replacement parking decals are purchased at additional parking decal fee.


HANDICAP PARKING

The University strongly supports the provisions of designated disabled parking spaces at a reasonable proximity to campus buildings for individuals who are physically disabled. To park in a disabled parking space, a State issued disabled parking decal is required. The decal must be valid and be properly attached to the vehicle. Also, a disabled person must be operating the vehicle for it to be parked in a disabled parking space. Parking in or blocking a disabled space will result in a parking fine or having the vehicle towed. Disabled parking decal may be obtained from Bell County; the person must have a letter from their attending physician stating the medical condition and estimated length of time of need. A recognized disabled Texas license plate may be used in lieu of a disabled parking decal. In addition to displaying a disabled parking decal, the vehicle must also display the appropriate UMHB parking decal.

VISITORS

Visitor parking is restricted to visitor parking spaces. A visitor's first citation may be considered a WARNING, and will be dismissed if you advise the campus police of your visitor status.

A visitor is defined as a person(s) who has no official connection with UMHB. Students are not considered visitors and are not issued visitor's passes. Students are not permitted to park in visitor's parking spaces day or night. Visitors may obtain day parking passes at the UMHB Police Department.


APPEALING A CITAITON

If a person feels he/she has been wrongfully cited, he/she may file an appeal with the Chief of Police. An appeal from must be completed at the campus police department within 7 days from the date the citation is issued.

Disagreement with the regulations or failing to know regulations is not acceptable reasons to appeal a citation.

VEHICLE PARKING DECAL FEES AND REGULATIONS

  1. Student Parking Decals: $40.00 per semester
  2. Additional and/or Replacement $15.00
  3. Temporary Decal No Charge


A parking decal may be purchased when registering for class. After registration, a student should pay for the decal at the Cashier's Office and come by the Campus Police Department to request a parking decal. To obtain a parking decal, a student must have the year, color, license number, the make and the model of the vehicle,

The University reserves the right to change, add, or delete, the violation types and amounts as defined in the University Traffic and Parking Regulations at any time.


UPAID FINES

All citations are automatically placed on the student's financial record. All charges must be paid prior to registering for classes, receiving clearance for graduation or having a transcript sent to another institution.


SUSPENSION OF PARKING PRIVILEGES

Parking Decals are the property of the University of Mary Hardin-Baylor and may be recalled with parking privileges revoked by the Director of Public Safety. Any vehicle cited for violations of the Parking and Traffic Regulations with respect to receiving five (5) or more citations within any twelve month period may have their parking privileges revoked.

When a person accumulates five (5) violations during the course of an academic calendar year, on-campus-parking privileges of the individual are automatically suspended. Should a suspended vehicle be parked on campus, it is subject to towing or being immobilized. A violation of suspension fine of $50.00 will be assessed in addition to any other fines incurred each time an additional citation is issued.

The violator may appeal his/her suspension to the Director of Public Safety in the Campus Police Department.

REASONS FOR VEHICLE BOOTING AND/OR TOWING

Your vehicle may be booted or towed (without notice) for any of the following reasons:

  1. Violation of the University's Parking and Traffic Regulations.
  2. If the vehicle is blocking a fire lane or hydrant.
  3. If the vehicle is parked in violation of posted signs.
  4. If the vehicle is parked next to a no parking sign/symbol or in a "red" curbed space.
  5. If the vehicle is blocking one or more other vehicles.
  6. If the vehicle is blocking a roadway, drive, entry/exit gate, or loading dock.
  7. If the vehicle is parked in a reserved space.
  8. If the vehicle is parked in a disabled space without appropriate plate/placard displayed.
  9. If the vehicle is parked in a lot, area, space that is designated as decal specific and it does not have a valid decal displayed.
  10. If the vehicle is creating a real or potential safety hazard.
  11. If the vehicle is parked in a lot or other designated area that has been reserved for a special event.
  12. You have outstanding delinquent parking citations; are using a revoked, altered or stolen decal or your vehicle parking privileges have been revoked.


BOOTING

If a wheel boot is applied to your vehicle, notice of its application will be posted clearly on your vehicle usually on the driver's side window and it will be bright orange.

A wheel boot may only be removed by a designated staff person for the Department of Public Safety. Any booted vehicle that displays any sign that an attempt has been made to remove that boot, by anyone other than a DPS staff person, will receive an additional citation for boot tampering. Any person, who attempts to destroy, commits theft or defaces a boot, will be prosecuted and required to make restitution for repair/replacement of the boot.

A boot will be released upon payment of the boot fine. If a booted vehicle is not accounted for by 5:00 PM on the day it is booted, it may be towed to a storage facility. As the owner/custodian of a stored vehicle, you will also be responsible for paying the towing fee and any daily storage fees.

If your vehicle is to be booted and you arrive at the vehicle prior to the boot being attached, you are still subject to the vehicle getting the boot attached. You will be issued a University parking citation and the penalty will be the normal booting fee. If you arrive at your vehicle and are subject to tow and the tow truck has not hooked your vehicle up, you will be issued a University parking citation. Your vehicle may be subject to impoundment in the future if you have outstanding citations.

A daily storage fee will be charged by the towing service if your vehicle is left at the storage facility. You will need to show a valid drivers license and vehicle registration/title to obtain the vehicles release.


IMPORTANT THINGS TO REMEMBER:

White lines (faculty/staff, Handicapped, or visitor parking) mark reserved spaces.

Purple lines mark all student parking.

Some lots are designated faculty/staff lots. All students may not park in these areas.

Parking spaces are marked with lines on both sides of the space.
